Approval depends on the lender, provincial rules, verified income and whether repayments fit the household budget. Receiving benefits does not guarantee a loan.

When benefits cover most of the household budget, an unexpected expense can leave little room to move. A loan might cover the immediate bill, but its repayment will come from money already needed for food, housing and other essentials. Before applying, there are two questions to answer: will a lender accept the income, and could borrowing affect the benefits themselves?

Those answers differ for ODSP, CCB and EI. This guide explains the distinctions and what to check before accepting an offer.

Loans on Benefits in Canada: What May Be Considered?

“Loans on benefits” describes borrowing while receiving government payments. It is not a government lending program, and a private lender’s approval does not mean a benefit administrator has approved the borrowing.

Benefit

Could a lender consider it?

Main point to check

ODSP

Some lenders may consider verified disability-support income.

Report the loan to ODSP and confirm its treatment before borrowing.

CCB

Some lenders may consider CCB, alone or alongside other accepted income.

Acceptance varies; preserve enough money for children’s expenses.

EI

Some lenders may consider an active EI claim.

Confirm how long payments will continue and whether the repayment schedule fits.

EMT Cash’s online loan information for Canadian applicants explains that verified benefit income may be considered. Each lender decides which sources it accepts. There is no promise that a lender will accept a particular benefit as the only income source.

Can You Get a Loan on ODSP in Ontario?

A lender may consider Ontario Disability Support Program payments when assessing an application. However, lender eligibility and ODSP eligibility are separate matters.

Ontario’s loan policy says that loans must be authorised and used for an approved purpose to be exempt from income. Otherwise, they can be treated as non-earned income and deducted from income support.

The policy includes approved purposes such as necessary household items, certain disability-related expenses and securing accommodation with first and last months’ rent. Whether a particular loan qualifies depends on the circumstances and relevant requirements.

Before taking an ODSP loan, contact the caseworker about its purpose, the reporting process and any approval or evidence required. Ontario also tells recipients to report loans among the funds they receive.

Keep the written agreement and receipts showing how the money was spent. The label “ODSP loan” on a lending website does not establish that the borrowed money is exempt.

Read Ontario’s ODSP policy on loans and income-support reporting guidance before proceeding.

What Should an ODSP Recipient Ask?

A short conversation before borrowing can prevent an unexpected reduction in support. Ask:

Is this specific purpose approved under ODSP rules?

Is advance authorisation required?

What loan documents and receipts should be provided?

How would unused borrowed money be treated?

Is assistance available for this expense without borrowing?

Do not rely on a lender’s assurance about ODSP treatment. The program administrator applies those rules.

Can You Get a Loan Using CCB Income?

Some lenders may consider Canada Child Benefit payments in an income assessment. Others may require additional accepted income. A regular CCB deposit does not automatically establish eligibility.

CCB is a tax-free payment intended to help eligible families with the cost of raising children. The CRA calculates it using factors including adjusted family net income, the number of children and their ages. Payments are recalculated every July, and changes in family circumstances can also affect entitlement.

That matters when considering repayments extending beyond the next deposit. A current payment should not be treated as a fixed amount that will continue indefinitely.

Before applying for a CCB-based loan, check:

The current payment amount and expected deposit date.

Whether a child’s age or a custody change could affect future payments.

How much is already needed for food, childcare, clothing and school costs.

Whether the lender accepts CCB alone or requires other income.

The CRA’s CCB calculation guide explains what affects payment amounts.

A private loan marketed as a “child tax loan” is a debt owed to a lender. The wording does not mean the CRA is advancing a benefit payment.

Can You Get a Loan While Receiving EI?

Some lenders may consider Employment Insurance payments, subject to their criteria. Because EI is time-limited, an applicant should check the remaining claim entitlement before agreeing to repayments.

Useful information to have ready includes the current payment amount, recent deposit history and the expected end of the claim. A pending EI application should not be treated as confirmed money available for repayment.

Service Canada’s EI guidance states that a repayable loan is not earnings for EI purposes because it does not arise from employment. That does not remove the obligation to report work, earnings or other relevant changes accurately. If a transaction involves an employer, business activity or something other than a straightforward personal loan, ask Service Canada how it should be treated.

See the official EI guidance on loans and earnings.

For budgeting, the practical issue is what happens if EI ends before the debt is repaid. Avoid basing repayments on an unconfirmed return-to-work date or an expected new job.

What Do Lenders Check for Loans on Benefits?

Accepting benefit income is only one part of an assessment. Depending on the lender and product, checks may include:

Age and residency: Meeting the relevant age and residency requirements.

Income verification: Evidence of current benefits and other declared income.

Banking details: An active Canadian bank account and recent account activity.

Existing commitments: Rent, debt payments and other regular expenses.

Credit information: A soft or hard inquiry, or alternative assessment methods.

Affordability: Whether the requested repayment can be met from available income.

A lender may request a benefit statement, payment history, identification or electronic bank verification. An online or faxless process still involves verification.

Describe income accurately. Do not list benefits as employment wages or count a one-time deposit as recurring monthly income.

The guide to how EMT Cash works explains the application and offer-review process. EMT Cash does not issue the loan or make the final credit decision.

How Much Can a Payday Loan on Benefits Cost?

The income source does not make an expensive loan cheaper. In provinces with regulated payday lending, the maximum ordinary borrowing cost is $14 per $100 borrowed.

Amount borrowed

Charge at $14 per $100

Total repayment

$100

$14

$114

$300

$42

$342

$500

$70

$570

For a 14-day loan repaid in one final payment, that charge is equivalent to 365% APR. These are illustrations assuming repayment on time. Different rules apply outside the regulated payday-loan framework, and permitted default-related charges may increase costs after a missed payment.

The EMT Cash payday loan cost table provides more examples. The Financial Consumer Agency of Canada’s payday loan guide explains the rules and risks.

Check the Budget After Repayment

Suppose $1,400 will be available during the repayment period and essential commitments total $1,100. That leaves $300 before a loan payment.

A $300 payday loan at the illustrated rate requires $342 back. The budget would be $42 short.

Use the actual dates and amounts expected in the bank account. Include expenses until the following income payment, rather than stopping the calculation on the loan’s due date.

Are Guaranteed Loans on Benefits Available?

Treat “guaranteed approval” and “no refusal” claims cautiously. A lender still needs to assess the application against its requirements and applicable law.

Bad credit may not rule out every option, but it does not guarantee approval. Likewise, “no credit check” does not mean there is no assessment of income, banking history or affordability.

Before proceeding, ask which checks will be performed, whether they could affect a credit score and what the total repayment will be. Never pay an upfront “release fee” to an unknown party promising guaranteed funds.

What Should Be Checked Before Borrowing?

Confirm benefit rules. ODSP recipients should discuss the proposed loan with their caseworker.

Check non-loan assistance. Ask the benefit office or a local community service about help with the specific expense.

Ask the bill provider about an arrangement. Confirm the cost and revised payment date in writing.

Compare available credit. A bank or credit union option may cost less; check all fees.

Read the complete offer. Verify the lender’s identity, licensing where required, APR, dollar cost and payment schedule.

Keep essential spending covered. If repayment leaves another gap, reconsider the amount or the borrowing decision.

Frequently Asked Questions

Can ODSP be the only income for a loan application?
Some lenders consider it, while others require additional income.
